Today, as Partner and General Manager of Mining and Construction Services at TULLOCH, Owen represents the very best of integrated Canadian architecture, engineering, and construction leadership. His remarkable career trajectory is a testament to his unparalleled work ethic and technical brilliance, having progressed from running survey crews in the bush to executive ownership before the age of forty.

Owen has built profound credibility at every level of project delivery, combining deep hands-on field experience with the strategic and financial acumen required of a senior leader. A licensed Professional Engineer and Ontario Land Surveyor, he possesses a rare dual expertise that spans geodetic control, high-precision construction layout, mobile and airborne LiDAR, and civil engineering support. Owen has applied this vast knowledge across some of Canada’s most significant infrastructure and resource developments, including the Côté Gold and Magino Gold mines, the Wataynikaneyap Power transmission project, and the Metrolinx Electrification program. His exceptional project leadership was formally recognized when his work as Project Principal at the Magino Mine earned TULLOCH a prestigious 2025 ACEC-Ontario Award of Distinction, highlighting his ability to seamlessly coordinate multidisciplinary teams under remote and highly demanding conditions.

Owen’s leadership style is defined by his approachable, accountable nature and his unwavering commitment to developing the people around him. He fundamentally transformed TULLOCH’s operational capabilities by championing a hybrid field model that cross-trains staff in surveying, materials testing, and construction inspection. This innovative approach has dramatically improved site continuity, reduced mobilizations, and strengthened quality programs on remote projects. Furthermore, he plays a central role in TULLOCH University, creating shared training platforms that empower emerging leaders to strengthen their project controls and commercial judgment.

Owen is also a driving force behind TULLOCH’s business development, actively securing major contracts in the company’s highest revenue-generating markets while fostering respectful, long-term partnerships with Indigenous communities. He leads by example, frequently joining difficult field rotations to support his teams and ensure project success. Beyond his corporate responsibilities, Owen is a passionate industry advocate, serving on the ACEC-Ontario Finance and Audit Committee and regularly engaging with government officials to champion the consulting engineering sector. He also actively supports TULLOCH’s Community Commitment Program, encouraging staff-led volunteerism and local investment.
