Amrinder
Amrinder Saini leads a multi-office team of Directors, Vice-Presidents, Associates, and Analysts across complex Public-Private Partnership (PPP) mandates, infrastructure M&A, and debt advisory assignments. Over 17 years of professional experience—12 of which have been dedicated to infrastructure and PPPs—he has raised and closed more than $11 billion in debt financings for landmark infrastructure projects across North America. His extensive background spans both sides of the deal table, including sponsor-side experience at HOCHTIEF PPP Solutions and financial advisory at Agentis Capital. Holding a BBA with Honors and an MBA with Distinction from the Schulich School of Business at York University, as well as a CFA designation, Amrinder has consistently pushed the infrastructure financing market into new territory through innovative capital structuring.
Throughout his career, Amrinder has served as the deal lead on major consortia mandates for transformative capital builds, including the New Ontario Science Centre, Ontario Line Southern Civil, Broadway Subway Extension, Purple Line LRT, and the Fargo-Moorhead Flood Diversion. His creative approaches have led to pioneering financial models, such as executing a semi-wide equity model for the Ontario Science Centre relocation—the first of its kind under Infrastructure Ontario procurements—and leading a USD 2B+ debt restructuring for the Purple Line LRT. On the Fargo-Moorhead Area Diversion, he structured a complex capital stack featuring a USD 642.6M revolving credit facility, a delay-draw private placement, and tax-exempt Private Activity Bonds (PABs) with embedded future refinancing value, earning the project a Green Financing designation and enabling the consortium to close ahead of schedule.
Amrinder’s advisory work has earned extensive industry recognition, including P3 Awards Future Leader of the Year in 2022, as well as Financial Advisor of the Year honors from the P3 Awards (2024), Proximo Awards (2023), and IJGlobal (2022). Beyond transaction execution, he acts as an essential extension of his clients' teams, facilitating close alignment with design-build contractors, O&M providers, and regulatory advisors to optimize outcomes. A committed mentor, Amrinder built Agentis Capital's internal PPP training modules, conducts regular whiteboarding sessions, and curates an international library of precedent transactions to develop the next generation of financial leaders. An active participant in broader industry associations and conference panels, he remains dedicated to advancing best practices and advocating for the value of PPP delivery models nationwide.
