Having served as the Senior Construction Manager for High Speed 2 and Deputy Civils Programme Director on the massive Hinkley Point C nuclear project in the United Kingdom, Claire Rose brings this unparalleled level of strategic vision and technical mastery to the Canadian construction landscape. Today, as the Delivery Manager for Elevated Guideway and Stations at Bechtel, Claire is applying her extraordinary global mega-project experience to one of Canada’s most transformational infrastructure initiatives. She is leading the client-side delivery and construction management for five above-ground stations and three kilometers of elevated guideway on the monumental Metrolinx Ontario Line in Toronto.

In this highly visible and complex leadership role, within an integrated team, Claire expertly balancing rigorous technical requirements, public accountability, and aggressive schedule objectives for a major progressive design build contract. Her ability to foster alignment across diverse stakeholder groups, navigate intricate interfaces, and maintain momentum in dynamic environments has been critical to the project’s ongoing success. Claire’s exceptional leadership ensures that decisions are made efficiently and collaboratively, minimizing risk and driving performance on one of Canada’s most vital transit expansions. Her professional qualifications are as impressive as her project portfolio. A Chartered Civil Engineer and a Fellow of the Institution of Civil Engineers, she also holds credentials as a Chartered Project Professional, a Member of the Association for Project Management, an NEC Accredited Project Manager, and a Six Sigma Yellow Belt.

Beyond her monumental project achievements, Claire is a passionate advocate for diversity, equity, and inclusion within the engineering and construction sectors. She actively champions initiatives that increase opportunities for underrepresented groups, sponsoring early career hire programs and supporting events to promote International Women in Engineering Day. Furthermore, Claire is deeply involved in advancing the profession globally; she sits on the Ethics Committee for the Institution of Civil Engineers and frequently serves as a panelist and speaker at major industry forums.
