Jean
Jean Steenhouwer is a globally experienced infrastructure executive with 16 years of international experience spanning North America, Latin America, Europe, and Asia. Combining deep technical expertise with strategic vision, Jean oversees commercial growth across seven countries and manages more than $1 billion in annual order intake as Chief Commercial Officer Americas at Egis. Fluent in five languages and holding a double Master's Degree in Civil Engineering and Urban Planning alongside a professional engineering designation, he has established himself as a dynamic leader in delivering complex transportation infrastructure and driving large-scale organizational expansion.
Jean’s impact on Canada’s infrastructure landscape began in 2019 when he was tasked with establishing Egis' Rail & Transit business in North America. Starting with a team of just four professionals, he implemented a focused growth strategy that transformed the practice into a 60-person multidisciplinary team across four offices within two years. Under his leadership, the division secured over $120 million in transportation mandates and built a 12-year backlog. Promoted to Chief Commercial Officer Canada at age 34, Jean subsequently led a 12-person strategic growth team that secured more than $400 million in infrastructure mandates, effectively doubling the company’s backlog and positioning Egis as a primary partner in Canadian infrastructure. His leadership on major collaborative delivery programs includes serving as Executive Sponsor for high-profile initiatives such as the GTAA LIFT Program Accelerator, the Port of Montreal’s Contrecœur Terminal Expansion Marine Works, and the Hamilton LRT Alliance.
A strong believer that infrastructure innovation is driven by governance, procurement, and delivery models as much as technology, Jean has consistently spearheaded commercial strategies that improve resource alignment and project profitability. Following the acquisition of McIntosh Perry, he helped reposition the construction supervision practice toward higher-value Project and Construction Management services, securing its largest PMCM mandate to date. In recognition of his strategic contributions and market impact, he was honored with the 2025 Egis CEO Award – Market Innovator.
Beyond his corporate responsibilities, Jean is an active contributor to the broader infrastructure community. He serves on the Board of Directors of the Infrastructure Council and sits on the ACEC Canada Equity, Diversity and Inclusion Steering Committee, where he works to foster industry collaboration and advance inclusive practices across the engineering profession. Dedicated to developing the next generation of talent, Jean regularly mentors young professionals and led Egis’ sponsorship of the Next Generation Talent Program at the Canadian Council for Public-Private Partnerships (CCPPP) Annual Conference in both 2024 and 2025. Through his leadership, industry engagement, and global perspective, Jean continues to shape long-term project delivery and sustainable infrastructure growth.
