About James

James Ye is an accomplished infrastructure leader operating at the intersection of engineering discipline, quantity surveying and commercial strategy. Promoted to Senior Project Manager at age 30, he became one of the youngest individuals to reach the role in Houle’s 1,500-plus-person organization. By age 31, he was invited to become a shareholder. As a Group Lead in the Industrial & Infrastructure Division, James directs a $100M+ portfolio spanning the transportation, utilities, energy, and ports and terminals sectors, playing a pivotal role in driving the division’s financial strength and operational performance.

With more than 15 years of industry experience, James holds credentials as a Professional Engineer (P.Eng.), Professional Quantity Surveyor (PQS), Project Management Professional (PMP) and Gold Seal Certified Professional (P.GSC). His technical and commercial versatility allows him to translate complex engineering challenges into sound, risk-informed and delivery-focused decisions throughout every phase of a project.

A defining milestone in his career was leading the delivery of a three-year, $90M electrical scope on the Broadway Subway Project. Managing 350 project personnel across six underground stations and six kilometres of tunnel in a constrained urban corridor, he integrated BIM, earned-value performance dashboards and prefabrication planning to strengthen coordination and project controls. His leadership guided the team through thousands of design changes, complex interfaces, and substantial schedule and commercial risks while successfully achieving critical project milestones.

Beyond major capital projects, James has represented Houle on two 15-year, province-wide BC Hydro Master Service Agreements supporting British Columbia’s capital plan for utility modernization and security infrastructure. An advocate for early contractor involvement and alternative project delivery models, James advances progressive design-build and alliance-style execution to improve constructability, schedule certainty, and cost predictability for major project owners.

Dedicated to elevating professional standards and developing future industry talent, James actively gives back through extensive volunteer service. He serves as an EGBC Competency Assessor and EGBC Foundation Scholarship Adjudicator and sits on the CIQS BC Chapter Executive. Within Houle, he mentors emerging project managers and delivery staff, helping several advance into senior roles and earn professional designations. Through his combination of technical expertise, leadership and commitment to mentorship, James is helping shape the resilient infrastructure that millions of Canadians rely on every day.
